design & background.  Design features a large whitish and aqua colored fish with white "American Shad", blue background
.  In white reads" 130 Years" and  black dates on brown banner "1866 - 1996" across top.   Black lettering reads "Pennsylvania Fish & Boat Commission" across bottom.
